We had the chance to speak to Professor Peter Matthews, Head of the Arts Academy at the University of Ballarat and Project Director of the Dual Sector Collaboration Project. The Inaugural Dual Sector Forum being held on 28th and 29th October in Melbourne has been developed by Informa in partnership with the Dual Sector Collaboration Project.

1. To begin with could you give us an overview of the Dual Sector Collaboration Project and the purpose for which it was set up?
2. The first line of inquiry in the collaboration project was the Dual Sector Cohesion discussion paper which you co authored with Professor Dale Murphy the Swinburne University of Technology. The paper emphasises cohesion and collaboration rather than integration. What are some of the drivers of change around which that discussion has developed?
3. Regulation has always been the central issue in the dual sector discussion. What are some of the challenges that the dual sets of regulation and the jurisdictional split pose for governance and operation?
4. Would I be right in saying that Industrial Relations has been one of the particularly difficult issues for the dual sector?

1. How do you see the emergence of TEQSA impacting the dual sector?
2. One of the outcomes of the Bradley Review has been acknowledgement of the need for greater cohesion between Higher Education and Vocational Education and Training. In this context the dual sector is in a unique position to offer active perspectives given its nature and operational model. What do you think are the key advantages that the dual or some of the emerging mixed models offer towards meeting the goals of tertiary education reform?
3. Finally the recent elections have thrown rural and regional Australia into the spotlight. Do you think the dual sector offers a particular advantage in the regional and rural contexts?
